About this Apprenticeship
Die Autobahn GmbH des Bundes is seeking a technical officer for oversized and heavy transport in Hannover to start as soon as possible. The role involves technical and legal assessments of transport applications, bridge calculations and planning suitable transport routes.
What You'll Learn
- Process and decide applications for oversized and heavy transport. Carry out structural and mechanical calculations for bridges, particularly structural assessments and calculations using GST.Autobahn, and numerical and analytical assessments of transport-specific load patterns.
- Examine proposed routes in detail, taking account of current, planned and changing roadworks. Work closely with neighbouring branches to develop oversized and heavy transport corridors that provide suitable routes capable of carrying the loads.
- Coordinate with local offices and other bodies on conditions relating to roadworks, routes and traffic. Set the requirements and conditions for carrying out transports based on your technical assessments.
- Support the team leader with technical questions and coordination concerning oversized and heavy transport. Handle complex cases and develop solutions with those involved, for example when bridges or roadworks make heavy transport routes unusable and no alternative routes are available.
- Handle press and media enquiries about oversized and heavy transport. Prepare technical statements and contributions to internal and external enquiries, coordinating closely with the responsible managers.
- Process applications under Section 29(3) StVO in conjunction with Sections 44 and 46(1), points 2 and 5, StVO. Assess transport-specific load patterns in terms of axle loads, axle spacing and total weights, and examine proposed routes in light of current roadworks.
Requirements
- A completed university or university of applied sciences degree in civil engineering, specialising in structural engineering or structural analysis. Alternatively, equivalent specialist knowledge, qualifications and practical experience that qualify you for the role.
- Comprehensive knowledge of the relevant legal provisions, particularly Sections 29 and 46 of the German Road Traffic Regulations (StVO), the General Administrative Regulation on Road Traffic Regulations (VwV-StVO), and related administrative and technical rules.
- Sound knowledge of discretionary decisions, the legal principles governing errors in exercising discretion, and the legal assessment of complex cases. Ability to prepare legally robust opinions and traffic orders and provide legally sound reasons for them.
- Advanced expertise in oversized and heavy transport, particularly axle loads, equivalence of vehicle construction, aerodynamic characteristics, alternative drives and unusual technical configurations. Ability to analyse technical data and calculations and incorporate them into legal assessments.
- Process and organisational skills for developing, improving and standardising approval and permit procedures under Sections 29 and 46 StVO. Ability to independently authorise traffic orders, including legal review, weighing discretionary factors and assessing liability.
- Ideally, experience handling contentious complaints and communicating with lawyers and applicants of significant economic importance.
- Experience working across departments with managers, police, legal offices and technical teams, with strong communication and coordination skills.
- A committed, reliable, responsible and independent approach to work.
- A confident, professional manner, negotiation skills and assertiveness.
- Strong resilience, willingness to make decisions and commitment.
- Enjoyment of teamwork.
